Wrong, my good friend did it year before last, so eat your words, I DO know you can. The baby is a gorgeous little girl. They have you go through a short program about how to be a good parent, they check to make sure you live in a safe place and are a worthy candidate, they have you make changes as needed for the safety of the child and then you may start on the program, at least that is how it works in TX and LA, I am sure it is similar in most states, but you keep making excuses to whine as you please.
